What is the easiest way to direct SQL to multiple Oracle databases?

Say, if I want to update many databases at once, or if I want to query many database targets at once?

If you have Toad for Oracle, it's Script Manager has the ability to launch multiple queries/scripts against multiple databases.

A PL/SQL procedure that uses dynamic SQL to execute the query on several databases by iterating over an array of database links?

Sounds like a plausible solution. Thanks. Has anyone had to do this before? (and therefore might have an example script?)
