Is log message about Agent XPs normal?

On the shutdown of a SQL Server 2005 instance I see this:

Configuration option 'Agent XPs' changed from 1 to 0. Run the RECONFIGURE statement to install.

On the startup of the instance I see this:

Configuration option 'Agent XPs' changed from 0 to 1. Run the RECONFIGURE statement to install.

Is this normal?

Yes this is normal. The XP agent always sets to 0 when instance is rebooted.
