@Stevewz - please clarify your question - what are you trying to achieve? what are you using? what have you tried so far?

Making a huge assumption...

You want to grant permission for people to look at the meta data within a server or a database. You can grant this through VIEW SERVER STATE for the server or VIEW DATABASE STATE for individual databases. This will expose the system views and dynamic management objects.
