For maintenance plans to execute, SQL Agent needs to be running. Even though SQL Server 2008 R2 installs SQL Agent, one cannot start it. Please refer this for more information.

Hi. Judging by MS's documentation on SQL Server 2008 Express, it appears that the Advanced Services option provides SSRS and Full Text Search. No mention of Maintenance Plans, sorry.
