"Access is Denied" upon entering DTS Designer on "New Package"

I have a user that upon clicking "New Package", immediately gets an "Access is Denied" box. Once you click "Ok", the designer starts up but none of the "Task" icons are listed under task. We can create connections just fine but when we try to do a "Transformation", it asks for source and destination but the Transformation box does not appear. The only thing that has changed is this user just got a new computer. We've tried re-installing Enterprise Manager but that didn't work. I got a new computer at the same time. They were setup in the same process and mine works fine. Any clues on what's causing this?
